Five minute penalty for Loeb

The Stewards of Rally Mexico have given a five minute time penalty to Sebastien Loeb because he changed his engine during today’s shakedown test.
Loeb’s car stopped on the road section to his first run, and his team replaced the engine with a spare. A subsequent Stewards’ decision, however, ruled that he should pay a five minute penalty for so doing - even though at the time Loeb believed there would be no penalty.
The Stewards’ decision came after a debate as to the exact meaning of the WRC engine ‘linking’ regulations, especially regarding when and where an engine can be changed without penalty.
A bulletin issued by the stewards after the meeting said:
“The Stewards deliberated the issue and consulted the FIA technical delegate, who stated that in his opinion, which he has mentioned to the Chief Steward, the change of engine after Sweden had destroyed the link and a fresh engine should incur no penalty as it was before the start.”
But after due deliberation the Stewards decided that this rally is the third link nominated by Citroen and applied a five-minute penalty.
Citroen has the right to appeal the decision.

WRC manufacturer teams are limited to five engines per car for the 2008 season and the FIA stipulates five pairs of rallies which must use the same engine. Additionally, teams must submit their own list of rallies intended to be run with the same engine. This system effectively means that each engine is used for three ‘linked’ rallies.
Regulations permit engine changes in the case of failure between scrutineering and the start of a rally, but a five minute penalty is applied if this swap takes place during the second or third ‘linked’ event.
The engine that failed in Loeb’s car was a brand new unit; a replacement for the one which was damaged in his crash on the previous round in Sweden. Regulations state that engines may be swapped without penalty on the first linked rally.

Certo che questo regolamento sui motori mi pare un po' controverso e poco chiaro... tant'è che pure quelli della FIA hanno avuto dubbi su come interpretarlo

Alla fine gli uomini Citroen hanno evitato la penalità.... reinstallando il motore originale opportunamente riparato.

Original engine re-fitted to Loeb’s car

After the Stewards of Rally Mexico imposed a five minute penalty on Sebastien Loeb for receiving a new engine on Thursday morning, the Citroen team has been told it can replace the original unit and avoid the penalty.
A notice issued by the Stewards said:
“The Stewards received a representation from the Entrant Citroen Total WRT that they had unfortunately taken the opinion of the FIA Technical Delegate to be regulatory instead of recommendatory.
“Upon reflection of the Stewards Decision No.1 the representation proposed (and followed it up in writing) that under these circumstances they wished to reinstall the original engine... ...and to take their chances to run this event with that engine.
After due deliberation, the Stewards decide to permit the entrant... ...to reinstall the original engine on the condition that the FIA Technical Delegate certifies that the seals are intact. Under these circumstances the five minute time penalty applied in the Stewards decision No.1 no longer applies.”
A Citroen spokeswoman confirmed that repairs had been made to the fuel system of the damaged engine, but work had not involved any of the areas sealed by the FIA. The team expects that Sebastien Loeb will drive the car over the start ramp on Thursday evening as per the original itinerary.

Latvala è molto veloce! Loeb insegue a distanza ravvicinata aggiudicandosi 2 speciali. Bene Atkinson con la Subaru. Hirvonen forse paga la posizione di apripista. Solberg invece si trova già a 55s! Abbastanza bene la Suzuki di PG Andersson, mentre disastro quella di Gardemeister che per un problema perde 20 minuti spalmati sulle 3 prove. E che peccato Gigi! Dopo la seconda prova (2° miglior tempo) era a soli 6 secondi dal leader. Ma da quanto ho capito c'è stata una uscita di strada (credo senza danni).. e un minuto e mezzo per rimettere la Focus in carreggiata (forse scarso aiuto degli spettatori).
