  10. EU lawmakers back effective ban on new combustion engine cars Lawmakers supported a proposal for a 100 percent cut in CO2 emissions by 2035, which would make it impossible to sell new fossil fuel-powered vehicles in the bloc. BRUSSELS -- Lawmakers on the European Parliament's environment committee backed an EU plan to effectively ban new gasoline and diesel car sales from 2035, while voting against proposals for tougher targets to cut car CO2 emissions within this decade. The committee supported the proposal for a 100 percent cut in CO2 emissions by 2035, which would make it impossible to sell new fossil fuel-powered vehicles in the 27-country bloc. The European Commission proposed the targets as part of a bigger package of climate change policies last July, on the basis that new cars stay on the roads for 10 to 15 years -- meaning that 2035 is the latest date that sales of polluting cars could halt, without jeopardizing the bloc's plan to have net zero emissions in all sectors by 2050. The committee did not back a proposal from some lawmakers to increase the ambition of the Commission's proposal for a 55 percent cut in CO2 emissions from cars by 2030 versus 2021 levels. Nor did they back proposals from other lawmakers to water down the 2035 goal. "With CO2 standards, we create clarity for the car industry and stimulate innovation and investments for car manufacturers," said Jan Huitema, the lead lawmaker on the policy, adding that it should make driving electric vehicles cheaper. The whole European Parliament will vote on the car CO2 proposals in the coming months, after which lawmakers and EU countries must negotiate the final rules. By speeding the shift to zero-emission electric vehicles, the EU aims to tackle the quarter of EU emissions that come from transport, which in recent years have been rising. Automakers including Volkswagen, Ford, Peugeot, Volvo and Jaguar have already announced plans to stop selling combustion engine cars in Europe by 2035, but some industry groups have warned against banning a specific technology, and said more ambitious targets can only be met if policymakers support a massive rollout of charging infrastructure. The EU is negotiating proposals to require countries to install public charging points at regular intervals along major roads. (ANE)
  11. VW confirms revived Scout will be independently run brand selling EV trucks The German automaker said it plans to show its first prototypes next year and start production in 2026. Volkswagen Group confirmed that it will launch a U.S.-based Scout subbrand for an all-new "rugged" electric pickup and SUV that will be on a new platform and unlike anything else in the automaker's massive global portfolio. VW Group will build a "separate, independent company" to resurrect the Scout name, which it acquired last year as part of its heavy-truck subsidiary's purchase of Navistar. The automaker plans to show its first prototypes next year and start production in 2026, though details of where remain unclear. "After Volkswagen's successful turnaround in the U.S., we are now taking the opportunity to further strengthen our position in one of the most significant growth markets for EVs," VW Group CEO Herbert Diess said. "Electrification provides a historic opportunity to enter the highly attractive pickup and R-SUV segment as a group, underscoring our ambition to become a relevant player in the U.S. market," Diess said in a statement on Wednesday. Diess believes the company can hold a 10 percent market share across all of its brands in the U.S., and tasked VW of America CEO Scott Keogh with making that happen by the end of the decade. Keogh has previously said that it would be difficult to hit that target without "playing" in the pickup segment, which represents about 15 percent of the overall U.S. market. VW Group finance chief Arno Antlitz said that Scout "will be a separate unit and brand within the Volkswagen Group to be managed independently. This aligns with the new group steering model — small units that act agilely and have access to our tech platforms to leverage synergies." Who will sell Scout? The big unknown question in the announcement is who exactly will retail the Scout-branded vehicles in the U.S. and how. VW dealers, including Tom McMenamin, the current chairman of the VW National Dealer Advisory Council, were not informed of VW Group’s plans regarding Scout prior to the news leaking out. McMenamin told Automotive News by text that he had asked for more information from the automaker, but as yet hadn’t heard. Meanwhile, a spokesman for VW Group of America also could not answer the question, referring to a statement that read: “The introduction of an electric pickup truck brand in the U.S. reflects the Volkswagen Group’s growth ambitions to become a key player in the region while addressing a critical need in the market. We aim to share more news as it becomes available.” He declined further comment. Long history VW, which gained a following in the U.S. with the Microbus and Beetle, has struggled with how to enter the lucrative U.S. pickup market, long dominated by the Detroit 3. It also lacks a bonafide off-road SUV such as the Jeep Wrangler or Land Rover Defender. VW Group purchased the Scout brand name when its Traton truck unit acquired Navistar International Corp in 2020. Navistar was created in 1985 when International Harvester, which owned the Scout brand, folded. International Harvester, known for tractors and heavy-duty trucks, began building the Scout in Nov. 1960, some five years before the Ford Bronco. One of the industry’s first SUVs, along with the Jeep CJ, the boxy Scout became one of International Harvester’s most popular consumer vehicles of all time. International Harvester discontinued the Scout line of trucks in 1980 — a decade before Ford introduced another light truck that would bring more momentum to the SUV market — the Explorer. Light trucks, notably SUVs, pickups and crossovers, are booming and among the U.S. auto industry's most profitable vehicles. General Motors has revived Hummer as an EV brand and Ford Motor Corp. resurrected the Bronco badge to much early success. And a fierce battle is emerging as EV startups such as Rivian target the electric SUV and pickup market. There is opportunity in resurrecting revered nameplates. Ford Motor said last week customers new to the company account for as much as 70 percent of U.S. sales of its latest nameplates — the Maverick compact pickup, Bronco SUV, Bronco Sport crossover and Mustang Mach-E electric crossover, all with familiar names. VW is targeting sales of up to 250,000 Scout-branded models annually in the U.S., the Wall Street Journal reported, with output slated to begin in 2026. (ANE)

  18. Auto industry faces long-term battery, raw material supply issues, Tavares says Stellantis chief Carlos Tavares says automakers faces long-term battery, raw material supply issues due to electrification push. MILAN -- The automotive industry faces a shortage of batteries and raw materials in the coming years as part of its transition towards electric mobility, the head of Stellantis, Carlos Tavares, said. Speaking at the Financial Times Future of the Car 2022 conference on Tuesday, Tavares said he could anticipate the industry could suffer supply problems with batteries around 2025 or 2026. "And if there is no short supply of batteries then there will be a significant dependence of the Western world vis-à-vis Asia. That is something we can easily anticipate," the CEO said. "The speed at which now everybody is building manufacturing capacity for batteries is possibly on the edge to be able to support the fast-changing markets in which we are operating," he said. Tavares said raw material supply could also pose structural challenges in the coming years as electric vehicles were on average 500 kilos heavier than traditional combustion-engine equivalents. "That means a lot of raw material extraction, that means eventually scarcity of raw materials, that means eventually geopolitical risks," Tavares said. "We may not like the way those raw materials are going to be sourced in a few years". He said automakers were focusing on technology and were ready to "pour" battery electric vehicles on the market, while they and regulators were lacking vision on all long-term implications of the mobility transition "What's next? Where is the clean energy? Where is the charging infrastructure? Where are the raw materials? Where are the geopolitical risks of sourcing those raw materials? Who is looking at the full picture of this transformation?" Tavares said. (ANE)
