Almeno così sò io...senti un legale e aspettiamo qualche altro consiglio...

anche io sapevo che se non sono esatti gli estremi x identificarti la sanzione è annullabile, in quanto si manifesta un vizio dell'atto amministrativo che inficia sulla sua efficacia..
