Cambio di targa e multe arretrate....

Un amico deve sapere al più presto la cosa seguente: il padre (Diplomatico) ha usato per qualche anno la sua Punto Cabrio a Roma (con targa diplomatica straniera). Siccome lavorava nel centro storico (e abitando ai Parioli) NON aveva diritto al permesso per la ZTL. Non sò se gli siano arrivate delle multe, ma di fatto aveva "torto". Ora che il padre riparte all'estero, "nazionalizzando" l'auto (mettendo quindi una normale targa italiana), rischiano di pagare delle eventuali multe arretrate ??!!!

Scusate, ma non c'è proprio nessuno che abbia una piccola idea ??!!! A chi potrei chiedere ??!! E' piuttosto urgente....
