Uncertainty persists over when the long-anticipated major repair and modernisation of Admiral Kuznetsov , the Russian Navy's only aircraft carrier, will begin and how much it will cost.

Citing a Russian defence industry source, the TASS news agency reported on 3 March that the work will begin before the end of June at the Zvezdochka company's yard in Severodvinsk and should be completed by 2020.

The TASS source said four of eight boilers feeding the carrier's steam turbines will be replaced and the other four will be repaired, and it will receive new electronic warfare, weapons, communications, navigation, combat management, and aircraft landing systems.

Noting that the contract has not been signed as yet, the source said the preliminary estimate is that the project would cost RUB20 billion (USD350 million).

However, the Izvestia newspaper reported on 17 March that the preliminary estimated cost is at least RUB65 billion and that this this could increase further.

Deputy Prime Minister Dmitry Rogozin, in charge of defence industry, told the TASS news agency on 16 March that the Ministry of Defence (MoD) will determine the timing, duration, and extent of work on the carrier after it has been surveyed. All will depend on the complexity of the work required as well as the budget allocated for it, he said.

The Interfax-AVN news agency on 18 March cited a source familiar with the situation as saying said it is possible the MoD will wait until 2018 to begin the overhaul, thereby keeping the ship available for operations during for the rest of 2017 and giving its air wing time to complete its transition to the MiG-29KR/KUBR fighter.
